How he is doing it?
He sets up clones websites of major online dating agencies with similar ULR address.
He invite you there, you easily submit your credit card information and after that he needs a couple of days to clean your account.
You can go to police, but they will tell you there, that they don't have enough time to deal with this matter and basically just do your best and never do it again.
